So the flooding wouldn't have occurred in New Orleans or wouldn't have been as bad as it is if Bush hadn't decided to cut the funding for the project by the Army Corp of Engineers to fix the levees and make them able to survive a Category 5 hurricane. Instead, he cut the funding, the work never happened, and now 80% of New Orleans is flooded and many people are dead and many more are going to die or be displaced for a long fucking time.
